CONTEXT: The Buildings Breakthrough (BBT), coordinated by Global Alliance for Buildings and Construction (GlobalABC) is a collaborative framework driving key international actions to “make Near-Zero Emission and Resilient Buildings (NZERB) the new normal by 2030.” At COP29, a set of priority international actions was launched, focusing on five priority areas to accelerate progress in the sector.
In support of Priority Action B5: Capacity and Skills, the International Code Council (ICC), in collaboration with the GlobalABC, convened interested stakeholders to identify the strategies and resources needed to strengthen the capacity and skills essential to achieving the Buildings Breakthrough goals. This effort responds directly to a recommendation in the 2024 Breakthrough Agenda Report, which calls on countries to “strengthen the role of existing networks to share knowledge and provide methods, tools, guidance and resources to identify and address institutional and personnel capacity-building gaps across all regions. This includes a focus on developing economies with developing, implementing, and upgrading building and energy codes.”
CAPACITY BUILDING: As highlighted by the recommendation above, capacity and skills are required in two key areas: institutions and personnel. Effective institutions [those responsible for implementing policies, procedures, regulations, codes and standards, frameworks for oversight and planning, etc. – as well as those policy frameworks that are implemented] are required to assure achievement of climate adaptation and mitigation goals, while competent personnel [including designers, planners, compliance personnel, contractors/trades professionals, and everyone working along the buildings and construction value chain] are also required to support implementation and achievement of policies.
